 Ruth Louie

Ruth M. Louie is a consultant to nonprofit corporations and development entities in organizational development and management as well as development of community projects. She served as President and CEO of Baltimore Community Lending from August 2004 to August 2015. The company is a U.S. Treasury certified, nonprofit community development loan fund that finances projects developed by nonprofit organizations and for-profit developers to create affordable housing and community facilities.

Ms. Louie has more than thirty years’ experience in community and organizational development and real estate finance. In addition, she has packaged real estate rehabilitation loans on behalf of banks for their community lending programs as executive director of the nonprofit Chicago Urban League development corporation. She served in the Baltimore Mayor’s Office as Director of Community Investments to promote greater community development investment by financial institutions in City nonprofit development organizations. She also served as a former Assistant Commissioner for Community Development in the Baltimore City Department of Housing working with many nonprofit grantees in the City under the Community Development Block Grant Program. Her experience includes technical assistance on project management, organizational capacity, development finance and fundraising to nonprofits in her work for the Center for Community Change in Washington, DC. She has provided guidance and technical assistance to several nonprofit organizations in her community development finance work to help them strengthen their capacity to sponsor, finance and sustain housing development projects.

She holds a Bachelor of Arts degree from Barnard College and a Master of City and Regional Planning from Rutgers University along with numerous continuing education certifications in community development finance.

In Baltimore she serves on the Maryland Housing Finance Review Committee and previously served on the board of the Live Baltimore Home Center and Sandtown-Habitat for Humanity. She was appointed by the Mayor as Chair to the Inclusionary Housing Board in December 2013 and formerly served as an appointee and Vice-Chair of the Board of Commissioners of the Housing Authority of Baltimore. She has served on nonprofit boards, commissions and advisory groups for nonprofits throughout her career.
