LaTisha Carter is a distinguished professional, fierce advocate, and mental health champion with over two decades of experience in victim services across local government, civilian law enforcement, and the nonprofit sector. As Executive Director of My Covenant Place, she secured nearly $2 million in funding, enhancing the agency's capacity with a legal department, emergency shelter services for survivors, and a sustainable behavioral health business model that increased the organization's revenue stream.

LaTisha began her advocacy career at the U.S. Attorney's Office's Victim Witness Unit and has held roles such as Protection From Abuse Coordinator, Domestic Violence Liaison, and Special Victim Assistant. Her expertise includes training over 200 CPS social workers in Baltimore City to identify domestic violence on home visits, demonstrating her commitment to community service improvement.

She is a Nationally Credentialed and Certified Victim Advocate, also holding degrees and/or graduate studies in Paralegal Studies, Criminal Justice, and Human Services Administration. LaTisha’s passion for knowledge is evident in her diverse certifications, including Certified Trauma Professional and Certified Master Life Coach. Her holistic approach is marked by her certifications in Trauma-Informed Yoga, EFT/TFT, Somatic Sound Therapy, and Hypnotherapy. This diverse skill set and multifaceted approach enables her to design comprehensive programs addressing the complex needs of survivors.

Her leadership transcends organizational roles, evidenced by her active participation on several boards and committees in Maryland, including Domestic Violence Fatality Review Teams, Domestic Violence Coordinating Councils, and the Domestic Violence High Risk Team. She is the Chair of Maryland's Abuse Intervention Collaborative (MAIC), enhancing the quality and effectiveness of Maryland's state-certified Abuse Intervention Programs (AIPs). She is also a board member of the Maryland Network Against Domestic Violence, championing policies that improve statewide response systems for victims. LaTisha has participated as a subject matter expert in a roundtable focused on African American Black Women, Domestic Violence, and Protection Orders. She was also appointed to the inaugural Domestic Violence Advisory Board for U.S. Congressman Glen Ivy, exemplifying her commitment to advocacy and policy reform. Recognized as a domestic violence expert witness by The George Washington Law School and the National Coalition Against Domestic Violence, LaTisha received the Purple Light Award for her fearless leadership in the Prince George's County Office of the Sheriff.
