Joan Webb Scornaienchi is a Certified Grants Management Specialist (CGMS) and has held leadership positions on numerous County and community boards. For more than fourteen years, she has served as the executive director of HC DrugFree, a nonprofit focusing on behavioral health education. She served as a program specialist and grants specialist at the Maryland State Department of Education for eight years. While working in college and university settings, she served as an educational administrator. She is a graduate of Leadership Maryland and Leadership Howard County, and was inducted into the Howard County Women’s Hall of Fame. The Daily Record recognized Joan to receive their Top 100 Women Award, Most Admired CEO Award, and Innovator of the Year of Award. Her passion is serving her community and helping youth and adults achieve their dreams. She holds a Master’s degree in Student Personnel Services and a Bachelor’ degree in Business Administration.
