Ashley Suhler Tobin is a project-driven nonprofit strategist who helps organizations develop projects and move forward when there is a staff transition. She has built her career around a flexible model: a consultant providing temporary leadership while diagnosing challenges and solutions, then stepping inside organizations providing hands-on leadership when it’s needed.
Ashley’s fractional work is with nonprofits of all sizes to strengthen governance, develop programs and manage complex initiatives. When a project requires dedicated internal capacity—whether because of budget, team needs, or timeline—she joins the organization to lead implementation and ensure the work is set up for long-term success. At the project’s natural endpoint, she transitions back to consulting and takes on the next project.
Most recently, Ashley served as the Standards for Excellence Director at the Pennsylvania Association of Nonprofit Organizations (PANO), where she launched the updated Pennsylvania version of the Standards for Excellence, built new partnerships, and created programs that help nonprofits operate with resilience and confidence.
