Mr. Norman collaboratively engages with clients, providing coaching, integrative legal advice on such concerns as governance; and shares his insights as to public policy advocacy and implementation. He is a Licensed Consultant at the Standards for Excellence Program operated by Maryland Nonprofits. He is on adjunct faculty at CSU College of Law, inspiring his students to a career of erudite, integrative, public service as leader servants of the law and the people. As a blind person, he has been blessed with a remarkable and multi-faceted career while collaborating with incredible dog partners.

The professional credentials of Mr. Norman have been anchored at the Centers for Medicare and Medicaid Services. He started at CMS as a Presidential Management Fellow. He has particularly served as a Staff Attorney providing legal counsel in complex reimbursement disputes within a boutique law practice. During 2017, he also served as a policy advisor at the Office of Minority Health, co-leading its disability policy portfolio in addressing the intractable health disparities met by people with disabilities.
- He has received two Administrator Awards, some of the top honors at the agency for substantive policy work. During 2022, he completed as well as was elected as a co-Valedictorian speaker at the Aspiring Leaders Program at the agency.
- In 2008, he traveled to the European Union as an American Marshall Memorial Fellow.
- In 2021, the Baltimore Business Journal recognize him as a Leader in Diversity. He serves as a “PMF Ambassador,” having formally mentor at least one Fellow and regularly speaking to Fellows stationed at CMS. He received an Honorable Mention by OPM as a graduate of the PMF program for on-going efforts related to disability inclusion. During August 2024, he delivered a formal 75-minute training on increasing the disability inclusion of the PMF program, focusing on relationships, lessons learned from his guide dogs, and new ways of thinking of diversity.
Recognizing the intentional investment society has made in him and his success, including in terms of guide dogs, Mr. Norman holes demonstrable commitment to community leadership and public service. A Democratic Governor appointed Mr. Norman to the Maryland Commission on Civil Rights and a Republican Governor re-appointed him as Chair in the “green bag process.” During 2022, Mr. Norman completed a Fellowship at the Wilson Center’s Executive Lab on Science and Technology, studying emerging technologies and its impact on U.S. domestic and foreign policy. In November 2019, Mr. Norman served as a Fellow at the invite-only Public Policy Conflict Resolution Fellowship program of the Maryland Supreme Court and the Center for Dispute Resolution at the University of Maryland School of Law.
Mr. Norman has served on the Board of Governors of the Maryland State Bar Association. He serves as a member of the Board of Trustees of the Baltimore City Bar Foundation. Mr. Norman serves on an arbitration panel under the auspices of the Supreme Court of Maryland for appeals of reasonable accommodation requests filed by applicants for the Maryland Bar Exam. He serves on several committees of the MSBA. These include as a member of Budget and Finance, as Co-Chair of the DEIA Committee, and as a member of the Leadership Academy.
Mr. Norman is the recipient of many accolades. This includes Ten Outstanding Young Americans. A great honor bestowed by the Jaycees of the U.S. He is the recipient of the Distinguished Alumni Achievement Award from the Alumni Association at Wright State. He is also a member of the alumni hall of fame of his secondary school institution in Brunswick, Ohio.
In sum, Mr. Norman served as a Visiting Fellow at the Robert J. Dole Institute for Politics, counseling, mentoring students, and celebrating the 25th anniversary of the Americans with Disabilities Act. Prior to taking stage, he enjoyed a private tour of the private collections of the late Senator and then stood near the floor to ceiling representation of the U.S. Flag, marveling what a great republic, with all its problems, enables a blind person from Medina County, Ohio, to realize amazing adventures that influence policy. As such, his career is an ongoing adventure with his dog partners, encouraging volunteerism and non-partisan public service.
