Kelly Vaughn is a business executive who specializes in community outreach campaigns, resource optimization, marketing and communications, budget and finance management and working with nonprofits. She is a Standard for Excellence Institute License Consultant. 

Ms. Vaughn presently serves as the Director of Community Engagement and Sponsorships at the Maryland Department of Housing and Community Development where she is responsible for conceptualizing, developing, facilitating, and implementing community outreach activities, statewide working with key industry stakeholders at the Federal, State and Local levels of Government. There she created the nationally recognized “Mortgage Late? Don’t Wait!” foreclosure solutions workshop model, serving over a million homeowners. 

Prior to joining state government, she worked at Fannie Mae as a business development manager, where she was responsible for managing the company's new business strategies to expand their culturally-diverse book of business, as part of their 1 Million “American Dream” homeownership initiative. 

Ms. Vaughn’s long standing history of community service spans 35 years in business strategies, organizational development, operations, learning strategies, project management, strategic planning, brand awareness, business development, public and community relations. She serves on the board of directors of the Affordable Housing Conference of Montgomery County and We’re  Empowered To Achieve The Impossible, is a member of National Association of Housing Redevelopment Officials, Baltimore Black Chamber of Commerce, is an ex-officio member of  the Maryland Association of Housing and Redevelopment Agencies and is featured in a TV Commercial for Greenberg & Betterman law firm.

She was a recipient of the 2022 Housing Secretary’s Award, Booker T. McGraw Humanitarian Award and We’re Empowered To Achieve the Impossible Leadership Award. She is an alumnus of Leadership Prince George’s Class 28 and was recognized by the Black Business Review as a “Person on the Move.” Ms. Vaughn is an alumnus of the College of San Mateo, attended Howard University, and the Iyanla Vanzant University for Leadership. Ms. Vaughn resides in Bowie, Maryland and is a proud Mother and Grandmother (“Glammy”).
