Jennifer Ragins is an experienced public policy analyst serving state and local governments as well as the nonprofit and for-profit sectors. She is skilled at evidence-based research and analytics addressing the health, social, and ecological needs of underserved communities. Ms. Ragins has significant knowledge of organizational development, advancing business outcomes and capacities through policy research, policy performance, and metric-based analyses.

She is an effective analyst with experience utilizing the tools of strategic planning and quality improvement, including in health system technologies, to enhance Medicaid Home and Community Based Waiver services in the District of Columbia and the State of Maryland.

Ms. Ragins has researched best practices and innovations in long-term care systems, affordable housing, and vocational rehabilitation models for children, youth, and seniors with intellectual and developmental disabilities, including autism, mental health, and SUDs. She can provide contractual, administrative, and management recommendations based on elements of expertise and science, including documented forensic analyses.

Ms. Ragins received her Masters of Science Degree, from Columbia University School of Social Work with a concentration in Social Policy and Planning. She also earned her Bachelors of Science Degree from the University of the District of Columbia (UDC) in Urban and Community Planning.

Finally, Ms. Ragins is an active participant within the Congressional Research Institute for Social Work and Policy, including Columbia’s Center on Poverty and Social Policy, and UDC’s Institute for Politics, Policy, and History.
